   Pete is a Founder and Managing Partner for PiperCoughlin (PiCo). He leads activities related to the company’s technical operations; to include: product delivery and performance, controlling the planning and execution of multiple delivery orders, and managing activities and resources to ensure that established cost, time, and quality goals are met. He also shares responsibility for business development and marketing. Pete has over 10 years of corporate experience supporting Department of Defense and Intelligence Community programs.

   Prior to PiCo, Pete was the Vice President for Analytics Operations for Silverback7, Inc. where he was responsible for developing, implementing, and directing plans to expand market position, maintain favorable relationships with new and existing customers, and manage activities and resources to ensure that established cost, time, and quality goals were met. Under Pete’s leadership, the department grew from $2.2 million in annual revenue with thirteen full-time employees to $16.7 million in revenue and over 100 full-

time employees. As a part of Silverback7’s leadership team, Pete was instrumental in Silverback7 being named a SmartCEO Industry Star awardee in 2011 and a Star Warfighter awardee in 2012. Additionally, Pete managed the Recruiter section which supported requirements for all technical verticals and business development.

   Prior to joining Silverback7, Pete served as a Vice President and Division Manager for Science Applications International Corporation where he was responsible for directing and executing business goals and growth objectives for an $84 million, 190 employee line organization supporting the Department of Defense, the Department of the Army, and the National Security Agency.

   Pete also served in the U.S. Army for 21 years in a variety of command and staff positions with the 82nd Airborne Division, 10th Mountain Division, United States Special Operations Command (USSOCOM), and Field Office Southwest Asia; culminating in an assignment as the Director of Security, White House Military Office. As a Military Intelligence Officer and Counterintelligence Agent he developed, implemented, and managed coordinated security, intelligence, and counterintelligence programs; directed counterintelligence activities; and synchronized intelligence requirements to satisfy collection priorities. Pete holds a Bachelor of Science degree from the University of Alabama (Roll Tide!) and has completed various Program Management courses through the George Washington University School of Business.           

   Prior to Silverback7, Duane was a Vice President of Contracts and Ethics for General Dynamics Information Technology, where he had executive accountability to the $3.6 billion business unit and functional responsibilities for a staff element supporting a $940 million operating division. Prior to General Dynamics Duane spent ten years with Science Applications International Corporation as an officer and senior business leader with functional responsibilities that encompassed contracts management, pricing, procurement management, new business capture, and P&L operations.

   Duane began his career on active duty in the U.S. Air Force, where he was a nuclear weapons systems specialist and then a warranted procurement official.  He holds a Master of Business Administration degree, is a graduate of the executive education program at the University of Virginia’s Darden School of Business, maintains certifications in project management and contract management, and he’s been peer reviewed and published in the subjects of procurement efficiency and contract risk management. 

Duane j. piper, CFCM, CPCM, PMP

   Duane is a Founder and Managing Partner for PiperCoughlin (PiCo). He leads the company’s activities relating to financial, contractual and business platform operations and he shares responsibility for new business development and marketing.  Duane has 25 years of experience in the federal market.   

   Prior to PiCo, he was a Board member and the Chief Administrative and Financial Officer for Silverback7, Inc. He was responsible for the company’s financial planning and analysis, legal and banking affairs, indirect cost and cash management, transactional and tax accounting, contract pricing and administration, project cost and risk management, export administration, and human resources management. Duane also managed the company’s process for strategy formulation, implementation and adjustment, and he served as the primary interface to outside advisors for accounting, tax, legal, banking, and investment banking. Duane was instrumental in engineering the company’s growth and maturity into a profitable and well run mid-tier services provider.
